For more than a quarter of a century the Academy of Management of the Ministry of the Interior of Russia has been considered to be the leading educational institution of the Ministry of the Interior of Russia, where sufficient experience of international cooperation is collected not only in the field of police training management personnel, but also in the field of research support of the activities of the interior bodies.

Foreign cooperation of the Academy of Management is carried out through bilateral and multilateral cooperation agreements signed between the Ministry of the Interior of Russia and other countries – such as participants of the CIS and other foreign countries. Cooperation agreements have also been concluded by the Academy of Management of the Ministry of the Interior of Russia with a number of foreign police officers institutions for higher education.

At the present time, the Academy of Management has signed cooperation agreements with the following foreign partners:

German Police College (The German Higher Police Academy)

The agreement between the German Higher Police Academy and the Academy of Management of the Ministry of the Interior of Russia on cooperation and exchange of the experience in training and improvement of leading personnel of police (militia) was signed on October 28, 1992 both in Moscow and in Munster. Supplement № 1 to the agreement was signed in Kiev in September 2000.

Kiev National University of the Interior Ministry of Ukraine (The Ukrainian Academy of the Interior Ministry of Ukraine) - Kiev

The Protocol on Cooperation between the Academy of Management of the Ministry of the Interior of Russia and the Ukrainian Academy of the Interior Ministry of Ukraine was signed on Sept. 21, 1994 in Moscow.

Kharkov National University of the Interior Ministry of Ukraine (the University of the Interior Ministry of Ukraine) - Kharkov

The Agreement between the University of the Interior Ministry of Ukraine and the Academy of Management of the Ministry of the Interior of Russia was signed on 18 June, 1999 in Kharkov.

Mykolas Romeris (Lithuanian Academy of Law)

The Protocol on Cooperation between the Academy of Management of the Ministry of the Interior of Russia and the Lithuanian Academy of Law signed on 3 December, 1999 in Vilnius.

National Institute of Advanced Studies for Security (INHES) (Institute of Higher Studies in Internal Security (INHESI) of the Ministry of the Interior of France)

The Protocol on Cooperation between the Academy of Management of the Ministry of the Interior of Russia and the Institute of Higher Studies in Internal Security of the Ministry of the Interior of France was signed on 21 February, 2000 in Moscow; Supplement No.1 to the Protocol was signed on February 21, 2000 in Moscow.

Educational Establishment "Police Academy of the Republic of Belarus" (Police Academy of Belarus)

The Protocol on Cooperation between the Academy of the Ministry of the Interior of the Republic of Belarus and the Academy of Management of the Ministry of the Interior of Russia was signed on June 1, 2001 in Minsk.

The Police Academy of the Kyrgyz Republic under the name of Major General of Militia E. Aliyev

The Protocol on Cooperation between the Academy of Management of the Ministry of the Interior of Russia and the Academy of the Ministry of the Interior of the Kyrgyz Republic under the name of Major General of Militia E. Aliyev was signed on June 26, 2001 in Moscow.

Mongolian Police Academy

The Protocol on the interaction of the Academy of Management of the Ministry of the Interior of Russia and Mongolia Police Academy in the field of personnel training was signed on June 19, 2002 in Ulan Bator.

The Police Academy of the Republic of Tajikistan

The Protocol on cooperation in the field of training between the Academy of Management of the Ministry of the Interior of Russia and the Academy of the Ministry of the Interior of the Republic of Tajikistan was signed on August 16, 2002 in Dushanbe.

Police Academy of the Ministry of the Interior of Azerbaijan Republic

The Protocol on the interaction of the Academy of Management of the Ministry of the Interior of Russia and the Police Academy of the Ministry of the Interior of Azerbaijan Republic was signed on April 1, 2003 in Baku.

Police Academy of the Republic of Armenia

The Protocol on the interaction of the Academy of Management of the Ministry of the Interior of Russia and the Police Academy of the Republic of Armenia in the field of training was signed on June 18, 2003 in Moscow.

"Stefan cel Mare" Academy of the Ministry of the Interior of the Republic of Moldova

The Protocol on cooperation of the Academy of Management of the Ministry of the Interior of Russia and the "Stefan cel Mare" Academy of the Ministry of the Interior of the Republic of Moldova in the field of personnel training was signed on September 18, 2003 in Chisinau.

Police Academy of Latvia

The Protocol on the interaction of the Academy of Management of the Ministry of the Interior of Russia and the Police Academy of Latvia in the field of personnel training was signed on December 19, 2003 in Riga.

The Police College of Finland

The Protocol on the interaction of the Academy of Management of the Ministry of the Interior of Russia and the Police College of Finland in the field of personnel training was signed on February 19, 2009 in Moscow.

The European Police College (CEPOL)

The Letter of Intentions between the Personnel Department of the Ministry of the Interior of Russia and the European Police College was signed in Moscow on April 17, 2008.

The Association of European Police Colleges (AEPC)

The Protocol of the Academy of Management of the Ministry of the Interior of Russia joining the Association of European Police Colleges was signed on December 3, 2004.

International cooperation agreements make it possible to become acquainted with the experiences of law enforcement bodies of foreign countries. These exchanges promote the educational process and research in the following manner:

- The organization on the basis of the Academy of Management of international symposia, scientific conferences and seminars on current issues of law enforcement and participation in these events.

- The mutual exchange of delegations and organization of probation for teachers and students which provide to get them acquainted with the organization of law enforcement activity and training for interior bodies.

- Lecturing and studying the experience of organizing the teaching process and the teaching of specific disciplines.

- Training on a contract basis the police personnel of foreign countries.

The best practices of the police and educational institutions activity of foreign countries studied in the course of the exchange of delegations during participation in conferences and seminars and the analysis of foreign literature and materials is systematically used to improve the forms and methods of training of the personnel of the Academy and other educational institutions of the Ministry of the Interior of Russia.

This contributes to the raising of the theoretical level of teaching specific disciplines, to research activity and to working out the recommendations and proposals for the development of normative and regulatory documents for the government of Russia, the Interior Ministry of Russia and for other agencies and organizations.
