The Academy of Management of the Interior Ministry of Russia was established as a unique educational institution and so far has been operating as such. In pre-revolutionary Russia the normal career development of the leading personnel of the Interior Ministry supposed their appointment without any prior training at special colleges (with the exception of short-term theoretical and practical classes or courses for police officers). After October 1917 the training of specialists and leading staff for work in the Interior Ministry departments and penitentiary institutions was conducted in short courses, but the course capacity and the level of training could not satisfy the growing needs of the state. By the late twenties it was clear that there was a need to establish a single institution that could provide an advanced level of training to officials and administrators of the Interior Ministry and penitentiary institutions. |

The Higher Academic Courses are established to improve the quality of senior level administrative and police staff, and the Higher Penitentiary Courses with a corresponding profile of training for penitentiary administrators are established as a separate and independent institution with a corresponding profile of training. In August, 1930 they both were reorganized to be the Higher Courses for improvement of the administrative officers of the NKVD (The National Commission of Internal Affairs) and included three departments: the administrative militia department, the criminal investigation department and the penitentiary department. |

The Higher Academic Courses and the Institute of Administrative Development with its three departments (administrative militia, scientific and technical examination and investigation, penitentiary) opened on October 1, 1930 merged to provide a common institution - the Central High Academic Courses for improvement of the administrative officers of NKVD, from March 1932 it is called the Central College of Workers and Peasants Militia. After the foundation of the NKVD of the USSR in 1934 the Central College of Workers and Peasants Militia becomes the educational institution of national importance with two faculties: one for militia officers and another for penitentiary personnel. |

September 1937
The Central College of Workers and Peasants Militia is transformed into the Central College for the Improvement of Leading Commanding Structure of Workers and Peasants Militia.
Decision is made to grant faculty positions exceptionally with personnel from commanding structure reserve of the NKVD General Directorate. Two specialized courses are formed: the course of operational commanders and the course of political commanders. In August, 1940 the Central College of Workers and Peasants Militia is transformed into the Central Militia College of NKVD. The personnel of the Central Militia College of NKVD take an active part in the Great Patriotic War. By the decision of the Government and in accordance with the Order of the NKVD, the students and teachers of the Central Militia College of NKVD are sent to the front. The names of the staff and graduates, who died in the Great Patriotic War and in the carrying out of special tasks, are engraved on a memorial plate installed inside the building of the Academy of Management of the Interior Ministry of Russia. |

The Central Militia College of NKVD of the USSR is transformed into the College of NKVD of the USSR. In addition to training militia officers and officers for penitentiary institutions the College is charged with training interpreters for work with war prisoners as well as the teachers of special subjects for regional NKVD secondary schools. |

March, 1946
The College of NKVD of the USSR is renamed into the College of the Ministry of the Interior of the USSR, and in November, 1946, it is renamed to be the College of the Soviet Interior Ministry Officers. The program of legal education is introduced in accordance with legal training program of the Military Law Academy. The College of the Soviet Interior Ministry Officers is considered as an autonomous institution and is a legal equal to the separate operational unit of the Soviet Ministry of the Interior. In 1947 the College of the Soviet Interior Ministry Officers organizes correspondence training for the leaders in the system of the Ministry of the Interior. |

Border troops and militia bodies are transferred from the Ministry of the Interior of the USSR to the Ministry of State Security. In this change, the College of the Soviet Interior Ministry Officers is divided into two separate schools: the College of the Soviet Interior Ministry Officers had been functioning in the Ministry of the Interior and the new institution – the College of Militia was established in the Ministry of State Security. |

The Council of Ministers of the USSR elevates the College of Militia of the Ministry of State Security into an institution of the higher education with the right to issue diplomas in law for graduates with the specialty "Jurisprudence". |

The College of the Soviet Interior Ministry Officers is renamed to become the College for Improvement of Leadership of the Ministry of the Interior of the USSR. In August, 1953, the College of the Soviet Interior Ministry Officers is disbanded and the Faculty is sent to the Moscow School of Training of Commanding Militia Personnel. The educational and material base is transferred to the College of Militia of the Ministry of State Security. |

After the Soviet Ministry of the Interior and the Ministry of State Security of the USSR merge the College of Militia of the Ministry of the Interior of the USSR was established from the College of Militia of the Ministry of State Security. In October, 1953 the special faculty had been organized at the College of Militia of the Ministry of the Interior of the USSR for training personnel for work in the interior departments of foreign countries. |

The College of the Ministry of the Interior of the USSR starts instruction in law to staff the commanding level positions in the Interior Ministry, with higher technical education - for the military structure for fire protection, and the research and pedagogic personnel for the Soviet Ministry of the Interior. |

In accordance with the Decision of the Council of Ministers of the USSR of 21 September, 1973 the Interior Ministry sets up the Militia Academy of the USSR (from January, 1992 - the Academy of the Interior Ministry of Russia) on the basis of the College of the Ministry of the Interior of the USSR. |

September, 1974
In the Hall of Columns of the House of Unions a solemn opening of the Academy with the award of the Red Banner takes place. A person can be a student of the Academy only if he or she works in an interior department and has a higher education and sufficient leadership experience. Besides he or she should be in the leading personnel reserve list. Graduates of the Militia Academy of the USSR are awarded diplomas in "Organization of Control in the Field of Law and Order" with the qualification "The Leader in the Field of Management ". |

In accordance with the Government Decree of 8 January, 1997 No. 17 and the Order of the Ministry of the Interior of Russia of July 5, 1997 No. 413, the Academy of Management of the Ministry of the Interior of Russia is formed on the basis of the Militia Academy of the Ministry of the Interior of Russia. The Academy receives the status of the educational institution of the third level for teaching leading personnel at all levels of management. |

The Faculty Number 5 «Retraining of the leaders of the interior bodies departments in the district (municipal district), city (city district) and any other municipal formation, of the leaders of closed administrative and territorial entities and the extremely important sites and the interior bodies departments of linear supervision on the rail, water and air transport» is established. |
